Government workers aren't warming up to Grok. New data on federal AI tool adoption shows Elon Musk's chatbot trailing significantly behind ChatGPT and Claude among government employees, despite Musk's prominent role in the current administration giving xAI unusual visibility inside federal agencies.
The findings put a number on something that's been anecdotally clear for months: top-down pressure doesn't translate into product adoption. The theory was simple - Musk's ties to DOGE (the Department of Government Efficiency) and his proximity to the executive branch would create a soft mandate that moved federal workers toward Grok. It hasn't worked.
Grok does have real technical advantages on paper. It has live access to X's data stream, which could matter for research-heavy government work, and xAI has posted competitive benchmark scores on reasoning tasks. But advantages on a spec sheet don't fix the trust problem. Federal employees, particularly those handling sensitive data, are already cautious about AI tools generally. Asking them to adopt one built by the same person who oversaw contentious agency workforce cuts adds a layer of friction that no feature set easily overcomes.
The Broader Adoption Picture
Outside government, Grok faces similar headwinds. Third-party usage data consistently shows it far behind ChatGPT in active users. Grok is available free to X Premium subscribers, which should give it natural distribution - but most X users appear to treat it as a side feature rather than a primary tool.
The enterprise AI pipeline runs on existing software relationships. Microsoft's Copilot gains ground in agencies through Office 365 contracts already in place. Google's Gemini moves through Workspace. Grok has no embedded infrastructure to ride. It's competing on brand recognition in a segment where Musk's brand is polarizing.
xAI has continued shipping updates - improved reasoning modes, expanded image generation, longer context windows - but nothing yet that has shifted adoption curves. The government numbers are a data point in a larger pattern, not an outlier.
